Lame jokes aside, a nerdy boy is waiting in Domino Park, it's just after sunset. He looks, quite effectively, like hell, his eyes are somewhat sunken, and he generally looks ragged, though he's trying to make himself look nice. And, in the light of some of the street lamps you could swear the boy's eyes glow just ever-so-faintly.
Basically meaning: Rosuto(Or Mon, depending on what you call him) is waiting for Souha at the agreed place and time.*
